U.S. to Target Select Chipmakers for Equity Stakes, Avoid Companies Expanding in U.S.

The U.S. government, under the current administration, is considering taking a 10% non-voting equity stake in Intel by converting CHIPS Act grants into ownership. However, it plans to remain selective—TSMC and Micron, which are significantly expanding U.S. operations, are not being targeted. This marks a sharp shift toward strategic industrial intervention aimed at strengthening domestic semiconductor manufacturing without exerting control.
