SK Telecom Fined After 27 Million‑Record USIM Breach, Faces Stronger Cybersecurity Oversight

South Korea’s Ministry of Science & ICT penalized SK Telecom with a ~₩30 million fine and mandated quarterly security reviews after a malware-driven breach exposed 26.96 million USIM records this April. The telco must bolster data governance under CEO supervision, invest heavily in cybersecurity & replace compromised USIMs—already 9.4 million done. SK Telecom is also investing ₩700 billion over five years and offering August discounts to 24 million subscribers amid stricter regulatory scrutiny.
