Meta's upcoming data center in India highlights a critical lesson for CIOs: physical data residency does not automatically equal data sovereignty. While local infrastructure satisfies regulatory compliance and drops latency, extraterritorial cloud laws (like the US CLOUD Act) mean foreign jurisdictions can still compel access if the parent entity controls the keys. True control requires local encryption keys and administrative autonomy, not just local servers.
